An ambitious programme

Adopted on 1 September 2008, the Lille-Kortrijk-Tournai  Eurometropolis programme is organised around six cross-border issues.

The Eurometropolis has acquired its full domain within Europe. Thanks to the work of the Permanent Inter-Communal Cross-Border Conference (COPIT) and the Franco-Belgian parliamentary working group, a work programme was adopted on 1 September 2008.
Eurometropolis' main mission is to promote and support efficient and coherent cross-border cooperation within its territory. Its ambition: to progressively erase administrative, political and cultural borders. To achieve this, there are six major challenges to be met.

A common culture, a unique identity

Giving meaning to the Eurometropolis through concrete actions to which its inhabitants can relate is the aim of our work launched for these next few years. Indeed, the first challenge is to build an identity for the Eurometropolis and to strengthen the feeling of belonging to the same territory.
This means using the most modern means of communication to the full to ensure that the Eurometropolis and its actions are understood. Great cultural and festive events already bring together the inhabitants of the Eurometropolis. Moreover, the Eurometropolis encourages its inhabitants to speak two languages. French and Dutch.

A territory and a network

The Eurometropolis wishes to make life easier for all Eurometropolitans. Its second challenge is to improve the accessibility of the territory as well as the mobility of citizens, workers and goods. Nevertheless, in our modern era, linking up territories is much more than simply establishing good transport connections.
This is why the third challenge for the Eurometropolis is to develop an offer of quality services within its territory. This means offering appropriate access to health care, education, sustainable energy and also developing strong links between enterprises and research centres.

Balanced development

The fourth challenge is to ensure concerted management of territorial development and the environment. With harmony and high environmental quality in mind, procedures for the exchange of information have been developed within the institution. Currently, environmental provision is carried out through the valorisation of natural spaces, coordinated management of water and waste and the development of eco-neighbourhoods throughout the territory.
The fifth challenge is to support the creation of activities and employment. The Eurometropolis thus encourages research and innovation. The competitivity centres within the territories are linked together to form  Clusters. In parallel, the Eurometropolis guarantees optimum conditions for receiving enterprises thanks to a support tool for individual projects and activity zone planning.

Adapted governance

The sixth challenge is to ensure effective Eurometropolitan governance. This means structuring actions carried out by different protagonists within the territory and ensuring that the specificities of the Eurometropolis arte taken into account at the European, national and local levels.
With this perspective in mind, the Eurometropolis guarantees the involvement and consideration of the interests of the 14 member institutions. It also contributes to the development of legislation, regulations and actions with a view to the ongoing improvement of quality of life within the territory. Finally, the Eurometropolis has subscribed to numerous European networks and participates in the development of cross-border governance in Europe.
